Abstract

The purpose of this paper was to analyze the accounting scandals of Enron, WorldCom and Parmalat, showing their fraud and the forms that were discovered and the consequences in the capital market, reducing investor confidence and impacting the world economy. Accounting ethics and demonstrating the level of accountability of executives to these events. The United States government suffering the consequences approved in July 2002 the Sarbanes Oxley Act with 11 chapters and 69 articles to regain confidence in its market, defining obligations on transparency, changing the form and deadline for disclosure of information, creating agencies to monitor companies in the preparation of their reports, among them are the Public Company Accounting Oversight Board (PCAOB) and COSO (The Committee of Sponsoring Organizations), both regulated by the SEC - Securities and Exchange Commission, requiring a board for internal control and punishments for unethical and fraudulent actions by companies with penalties ranging from US$ 1 or 10 years in prison and US$ 5 or 20 years of imprisonment, for the auditors to be responsible age on the opinions and reports, leveraged to be able to have their assets available to the justice to pay the damages caused by their information, the managers answer for the information of the company and not only the accounting department. In this way the present article was written through bibliographical researches in books, articles and electronic journals.
